Board Meeting Minutes from 2 December 2024
Tuscany HOA Board Meeting
(On-Site Meeting at 1678 Victoria Way
Jeanne Yazinski’s House)
Board Member Attendees: Jeanne Yazinski (President), Andy Horne (Vice President). Dexter Blois-By Phone (Treasurer), Mike Pastor (Secretary), Heather Peery (Community Oversight Chair).
Board Members Absent: Tera Pauley.
We still have a vacant Board Member position from Matt Gillis’ resignation.
Resident Attendees: None
Jeanne called the meeting to order at 6:59 PM. This meeting was audio recorded by Mike to aid minutes preparation.
Secretary’s Report
Mike sent the Minutes of the November 4th Board Meeting via e-mail to the Board Members Monday morning, 12/02/24. Dexter and Jeanne identified a mistake that Mike fixed regarding the next Annual Meeting (copy/paste error). Jeanne moved that we accept the Minutes and Heather seconded the motion. It was unanimously approved.
Treasurer’s Report

- Dexter transferred the interest earned in the Fidelity money market account through October of $2,231 and $1,000 from the savings account to ensure funds were available in the checking account to cover the expected & budgeted expenses for November and December.
- The cost of the new well was $20,915 and irrigation repairs were $3,278 for combined total of $24,193. Only $2,000 of this was budgeted for 2024. By utilizing the funds in the Savings account and interest earned, we were able to cover the unexpected overage of almost $22,200 without touching the $30,000 that was originally transferred to the Fidelity Money Market account. We are proud of the fact we did not need a special assessment to cover these necessary and unexpected additional expenses.
- Through November we’ve earned back additional interest of $191.78 in the Fidelity account.
- Mike made a motion to approve the October & November Treasurer’s Reports and Andy seconded it. The Board unanimously approved it.
Community Oversight Committee’s Report
ARB Requests:
1623 Walkerton – Replace roof, paint trim & replace small tree in the front.
1537 Hawkesbury Ct – Replace fence
1642 Victoria Wy – Replace fence and gutters
1648 Victoria Wy – Replace fence
CC&R Violations:
1607 Malcolm Pt – Tree trimming needed branches overhanging sidewalks.
Other – County Grant:
There’s not a firm deadline date, but more a matter of when applications are received, if there’s still money available, the county will approve qualified grants until funds are depleted.
To date no quotes have been received in the H.O.A.’s e-mail inbox.
Mike moved to table discussions on a Grant Application until Spring. Dexter seconded the motion. The Board approved the motion unanimously.
Old Business
New H.O.A Board Certification Regulations:
- Dexter, Jeanne, Heather and Mike have taken certification courses. Mike will maintain a file of Board Member Certification. Andy & Tera still need certification.
New Business
- Tuscany Women’s Club – December 11 - Starting at Pillars at 5:00 pm and then go out to dinner from there
- City of Winter Garden Christmas Parade – Saturday, December 7.
- Winter Garden Fire Rescue Annual SANTA RUN 2024 -
Coming through Tuscany Tuesday, December 10th about 7 PM. - Luminaries on Saturday, December, 21 with a “Rain Date” contingency planned for Sunday Dec. 22 (Discussion to get supplies from Dexter’s house)
- 2025 Annual Meeting – Monday, March 3, 2025. Confirmed with Pastor Mike at Cornerstone Community Church a half mile away @1333 E Crown Point Rd
Adjournment–Mike moved to adjourn; Andy seconded it. We adjourned at 7:13 pm.
